No Missingno duplication makes it difficult. You'll want the many Thunderbolts, Blizzards and Thunder Waves. There is no reason not do the Missingno trick either, as it leaves no permanent damage to your cart besides a glitched Hall of Fame. Otherwise, you should go with:

Why the lack of boosting moves, except for Agility?

Those Pokémon don't learn any boosting moves. Back in those days the only used boosting moves were Agility, Swords Dance and Amnesia. And unlike in these generations, Swords Dance wasn't tossed around like candy. Amnesia was even rarer, only learned by Poliwrath, Slowbro, Snorlax and Mewtwo. Agility is learned by quite a few Mons, but Paralysis effectively does the same, has the bonus that the opponent can't attack 25% of the time and doesn't wear out on a switch.
Zapdos is meant to sweep lategame. It is the best mixed sweeper available in R/B/Y, but is fully walled by Golem and Rhydon. Drill Peck does 10% at most, and it doesn't learn Earthquake, Blizzard or Surf to get around that. So your goal is to keep Zapdos hidden till their Rhydon/Golem has been taken care of. Then you switch in Zapdos, use Agility (which will also negate the speed drop from Paralysis) and sweep.
