Basics War and Rebellion Alliances and Trade Capitals
Every turn, you can add provinces to your nation by taking them using resources. Each neutral (white) province costs 5 resources each. You begin with 5 resources each turn, and any additional ones you have from your production. For sea zones, fill in the white circle. You may only claim zones that are touching your nation. Save your images in .png.

During a round, everyone must take their turn by posting a map. Each round lasts 5 days, and it does not matter what order you take your turn in. When the round is up, all people that did not take their turns are declared 'inactive'.
You can declare war on other nations. When you are at war, you can claim the zones of your enemy, but they cost 10 resources to claim instead of 5. The war will start the next turn. You may only claim the other person's zones that you are declaring war on the next round. Also, when at war, neutral territories still have the lower cost of 5 resources for normal zones and 25 resources for capitals. You can end war by declaring peace, which will go into effect immediately. If you exterminate another player's nation completely, you will gain 50% of their stored resources.

Non-players can rebel from a nation if no more neutral territory is left, taking 10%, or 8, of their zones, whichever is lesser, from their territory, but you are automatically at war with that player.
You can form pacts with other nations, which means they cannot attack you and you may send each other resources through trade.

When you trade, you can send up to 50 resources from your saved resources that were left unspent in your turn. When you leave resources in your turn unspent, they go into a bank of saved resources. You can spend these resources in your turn, or send them away to your allies. They collect over time, and are part of your resources that you can spend.
There are capital provinces distributed throughout the map that are roughly in the locale of real life Europe's capitals. The special capital provinces produce 5 resources per turn, and you can get an additional bonus of 1 resource per turn from all of that country's provinces if you own the whole nation. If one of your capitals is stolen, you will lose up to 30 of your saved resources, and the production bonus will cancel.

Victory

To win, simply own all territories on the map.

Teo may spend 48 resources.
mudkipz may spend 46 resources.
buboy24 and Darvince may spend 44 resources.
atomic7732 and jellsprout may spend 39 resources.
jazz, soccerboy, and Yaya may spend 32 resources.
Quirvy and yimmy7 may spend 30 resources.
jebby, Jorster, and rocketguy may spend 28 resources.

I was actually thinking we could make this thing self-sufficient. With that Google Docs spreadsheet everybody can just keep track of their own resources and stuff. We can easily organize that a new round starts every Monday Interguild time. This is not like Interguild Island, where you need to do a dice roll for every action.
But before we revive this thing, I want to talk balance. There are a few points I want to discuss:

-Oceans are almost completely useless now. They aren't part of any country, so capturing them is a waste of resources. Starting on an island or on the coast is a significant disadvantage compared to central Europe. What I suggest is to merge them into a few very large pieces. Like one entire territory for the North Sea, one or two for the Atlantic, two for the Mediterranean. You won't have to capture as much to cross them, but because they are so large you can use them as a shield for a buffer against invasions.

-Connect all small islands to the mainland. Especially if they are part of a country. Right now there are a few islands in the middle of an ocean tile. If someone else has captured that ocean, too bad, no chance anymore to get that island.

-Nerf alliances and trading. This is very important. People can just pool all their money together and join forces as one super-team. This means you must either join a mega-alliance, or you are doomed. Three simple ways to solve this:
--Limit the number of possible alliances to your size. You can form on ally for every 5 or 10 territories you own. This nerfs the early trade, when it is at its most powerful.
--Have a delay in resource trades. If you send over resources, they shouldn't arrive until the start of the next turn. Again, this prevents people from just hoarding all their leftovers together and nerfs the early-game alliances.
--Pay a small fee for each trade and/or alliance. Not much, just one or two resources, but enough that people will actually start to consider if the alliance would be worth it, instead of just mindlessly accepting anyone who comes knocking at your door.

-Have start in capitals and instead remove their starting production. The major effect isn't much (you start with 5 production instead of 6, but you won't have to spend 25 resources on the capital anymore), but it is pretty nice to have a capital as base of operations for the game.

I also had some other ideas, like upgrading territories to increase production or increase their defense, but that is a bit too complicated for now.
